Reports
A number of
internal reports have been prepared for the Board of Trustees by
district staff and consultants and are now available on this page. A brief summary
of each report is provided. To download a report simply click

Hall Road Area
Report - October, 2001.This report looks at public
consultation and participation in providing the Hall Road area with
an interruptible supply of well water. A key factor in the success
of this process was the formation of a citizens group to interact
with SEKID on behalf of the residents in the area.
Testing
Requirements for Cryptosporidium and Giardia November,
2001. This report looks at the forces that come to bear on
regulators following a waterborne disease outbreak. In this look at
the 1996 City of Kelowna cryptosporidium
outbreak the path to restore trust in the public water supply
included open consultation with water suppliers and industry experts
to develop effective and meaningful conditions on area water utility
operating permits.
A Review of
Drinking Water Legislation in British Columbia – February,
2002. This report looks at the roles and responsibilities of water
suppliers and regulators in the context of the proposed Drinking
Water Protection Act. It provides comment from the water
supplier’s perspective on how the proposed legislation might be
improved to provide a more balanced and effective framework for
safeguarding the public water supply.

Preliminary
Report on Enhanced Water Treatment Options - March, 2002.
The challenges associated with providing enhanced water treatment
for a water system where over 80% of the water is used for
irrigation is discussed in this report. A possible specified area
along the McCulloch Road corridor is identified as a potential site
for a residential water treatment plant and recommendations are
offered for further study and the development of a long term Water
Quality Improvement Plan.
Agricultural
Metering Program Review – February, 2003. This report
provides a cost benefit analysis of the Agricultural Metering
Program and metered rate options to discourage excess water use. The
board implemented a metered rate for excess water use in the
spring of 2003 and this proved to be a highly effective tool for
managing the drought of 2003. A formal report on the district's
drought management plan will be presented to the board in the near
future.
Water Supply and Hydrology Study 2003 - January, 2004. Many
experts warn that climate change could impact both the quantity and
demand for our water supplies. SEKID has made considerable advances
in managing the demand for our water supplies through the
agricultural metering program and the development of a drought
management strategy. It is natural at this point that the board has
decided to expand this work to implement a watershed supply study to
assist in measuring the impact of climate change on the district's
water supply and to develop a supply model to integrate with the
demand side of our drought management plan. This report by Dobson
Engineering provides the results of this initiative for the first
year of the program.
Capital Works
Program 2004 - 2014 - August 2004.This report by Mould
Engineering is an updated ten year plan for supplying new
residential, commercial and agricultural users within the South East
Kelowna Irrigation District. The capital expenditure and cash flow
projections in the report have been updated to reflect both actual
growth and revised growth and demand projections. This plan is
consistent with the City of Kelowna Official Community Plan for that
portion of the southeast sector of the city serviced by SEKID.
SEKID Dam Audit -
September, 2004. This report is an audit done by Golder Associates
Ltd. of the five high consequence dams that form part of the South
East Kelowna Irrigation District's water storage permit for
McCulloch Reservoir. The purpose of the audit was to provide an
assessment of the current dam conditions and associated
appurtenances, as well as review historical piezometric data and
maintenance records.

Water Supply
and Hydrology Study 2004 - December, 2004. In 2003 the Board of
Trustees made the decision to re-establish the collection of
information on the district's water supply. This program was
originally operated and funded by the Water Investigations Branch of
the provincial Ministry of Environment. This report by Dobson
Engineering is an update of the district's hydrometric program for
the year 2004 and adds to the information needed to update the SEKID
water supply model.
Agricultural Water Conservation Program Review - January, 2005.
This updated report on the district's Agricultural Metering Program
shows that an allotment system with an inclined block rate for water
use in excess of the allotment is an effective management
tool under both drought and average demand conditions. This program
is an attractive alternative to a metered rate charge because it
provides water for beneficial use at minimal cost and prevents
waste.
KJWC 2005 Strategic Water Servicing Plan - Kelowna Joint
Water Committee -
October 2005. This
report was commissioned by the KJWC to investigate and summarize a
long-range water servicing plan for all lands within the City of
Kelowna. The report includes a review of source capacity in relation
to water licenses; plan drawings of the major water supply
components; a review of each water system's strengths and
weaknesses; capital improvements planned for the main water systems,
and; a long-term water service plan for all lands within city
limits. Note: due to the size of the report file, none of the
appendices or
figures listed on page ii as "after x" have been included in this
electronic version. Please contact the district office if you wish

projections in the report have been updated to reflect both actual
growth and revised growth and demand projections, as well as
escalating construction costs. This plan is
consistent with the City of Kelowna Official Community Plan for that
portion of the southeast sector of the city serviced by SEKID.
Water
Quality Improvement Study - May, 2006. In the spring of 2003 the
district hired an engineering firm to pilot a number of water
treatment options to determine an effective method in reducing the
colour and turbidity of the district's surface water supply. Mould
Engineering completed the pilot program in the late summer of 2003
and were then instructed to look at other possible supply options
that met or exceeded the Canadian Drinking Water Quality Guideline
for potable water. The results of that work, updated in May of 2006,
are presented in this report.
Turtle
Reservoir Expansion - November 2006. The South East Kelowna
Irrigation District is proceeding with the development of the Turtle
Lake Reservoir Project. The development of this 1,700 acre-foot
capacity storage reservoir is needed to provide water for future
growth within the district. If the growth rate of the district
proceeds as estimated within our our Capital Works Plan 2006 - 2016
(this report is available above), the Turtle Lake Reservoir Project
could be required as early as 2010. To insure this project has the
minimum impact on the environment, the district commissioned
Ecoscape Environmental Consultants to provide an Environmental
Assessment Report for Proposed Expansions to Turtle Reservoir.
This report provides an assessment of the current ecosystem at the
reservoir and looks at ways to mitigate the impacts of the project
on the environment.
Agricultural Demand:
Briefing Note - February 2007. This briefing note published by
the Government of Canada's Policy Research Initiative looks at the
South East Kelowna Irrigation District's Agricultural Water
Conservation Program. The brief concludes the pricing program has
had a significant impact on water demand, while other factors such
as improved irrigation technology contributed to the decline in

Water Supply and
Treatment: Summary Report - November 2007. In a follow up to our
May 2006 water treatment pilot study, this comprehensive report by
Associated Engineering evaluates eight options for improving the
District's water quality. The Summary Report provides the
highlights, conclusions and recommendations of this work, while the
detailed technical analysis in support of the summary can be found
in three Technical Memorandum Reports:

Water Quality Improvement Plan Overview - February 2009.
This report commissioned by the Kelowna Joint Water Committee, was
done at the request of Kelowna City Council. Council was asked by
the KJWC to assist in obtaining senior government infrastructure
grants and they agreed to consider this subject to a technical
review of the proposed projects and confirmation they were
consistent with a viable overall water servicing strategy for the
city.

Drinking Water Source Assessment - June 2009. This report by
Ecoscape Environmental Consultants Ltd. provides a detailed risk
assessment of SEKID's watershed. The report characterizes and
delineates the watershed area, identifies current and future
drinking water hazards, characterizes the risk to public health of
each hazard and provides recommendations to reduce overall impacts
on source water quality.
Kelowna ID
Presentation to Standing Committee - October 2009. This written
submission was presented to the Select Standing Committee on Finance
and Governance October 15, 2009 in Kelowna. This bipartisan
committee is tasked with holding public hearings in communities
throughout BC to receive input into the upcoming Provincial budget.
The committee considers oral and written submissions and produces a
report with recommendations on budget priorities to the Ministry of
Finance. Follow this link for a copy of the

Contingency Groundwater Supply Plan - March 2010. The snow pack
in 2009 was well below average and the hot dry summer left the
District with near record low surface water reserves. This report
looks at the options the District has during periods of acute
surface water shortages to supplement our surface water sources with
groundwater.
