As an improvement district under the authority of the Local Government Act, the South East Kelowna Irrigation District has the statutory authority to pass bylaws. These bylaws provide the district with the authority to carry out its function as a water utility.

The following copies of bylaws are electronic reproductions of the originals. In the case of a discrepancy between these bylaws and the original registered version at the district office, the original version will prevail. The bylaws listed here have been chosen because of their general interest to the landowners of the district.  Please contact the district office if there is a bylaw not presented here that you are interested in.

Bylaw #686 - "Amended 2017 Toll Bylaw" This bylaw repeals Bylaw # 681, and is the bylaw that sets the tolls and other charges payable for 2017 to the district, the terms for payment and sets the percentage addition for overdue accounts to encourage prompt payment.  Water Tolls are billed quarterly for residential customers and billed monthly for commercial customers.

Bylaw #682 - "Tax Bylaw 2017" This bylaw sets the tax rate for the 2017 year and provides the date and rate of penalty that applies to unpaid taxes as well as the interest rate charge. All water taxes are due December 31 of each year.

Bylaw # 681 - "Toll Bylaw 2017" This bylaw  has been repealed by Bylaw # 686 - the Amended 2017 Toll Bylaw.


Bylaw # 680 - Sch A " Toll Bylaw 2016 " This bylaw sets the tolls and other charges payable for 2016 to the district, the terms for payment and sets the percentage addition for overdue accounts to encourage prompt payment.


♦Bylaw # 677 - "Taxation Bylaw 2016"  - This bylaw sets the tax rate for the 2016 year and provides the date and rate of penalty that applies to unpaid taxes, as well as the interest rate charge. All water taxes are due December 31 of year year.


Bylaw # 664 - "Assessment Bylaw" - This bylaw defines the different grades of water rights and prescribes the procedure for assessing property and notifying landowners of that assessment.


Bylaw # 671 - " Water Distribution Regulation Bylaw" - This bylaw is for the regulation and use of water and for describing the conditions and terms under which water may be supplied and used. Among other things, this bylaw describes the authority of the Board of Trustees in regulating water use.


Bylaw # 639 - “Comprehensive Capital Expenditure Charge (Water) Bylaw 2010” - This Bylaw sets the Capital Expenditure Charge (CEC) for new development within the District, as well as for new residential and commercial units on existing lots. It also sets the charge for water rights on dry land. All property applying for new residential, commercial or agricultural water uses must have water rights.


♦Bylaw # 579 – “Irrigation Water Distribution and Regulation Bylaw” - This bylaw is for the regulation of water used for irrigation purposes. The bylaw provides the Board of Trustees with the authority to set annual allotments for water use and to discontinue water service or charge a metered rate for excessive irrigation water use.
