9. It is estimated the full cost of a groundwater supply and separate distribution system would be up to an additional $75/month over the current rate of $22.50/month. How much in addition to the current monthly rate are you prepared to pay for improved water quality?


10. Almost half the cost of the groundwater option is putting in a separate distribution system for domestic water in the rural areas of the District (“twinning” the system). Considerable savings could be gained by phasing in the rural domestic system over an extended period of time, for example, 20 years. During this phase-in time those rural areas of the District that had not yet been “twinned” would only receive and pay for groundwater from October to May through the existing distribution system. Those areas farthest from the District Office would be the last to receive a year round supply of groundwater. Would you be in favor of this approach?
